What is the difference between Component and Full URL encoding?

Component mode also encodes characters with special URL meaning, such as / ? # & and =, so the text can sit safely inside one parameter. Full URL mode keeps those characters and encodes only what is not allowed in a URL.

How do I decode a percent-encoded URL?

Turn on Decode, choose the mode that matches how the text was encoded, and run the tool. Sequences like %20 become a space and multi-byte sequences become their UTF-8 characters.

Why do I get a malformed percent-encoded text error?

Decoding fails when a percent sign is not followed by two hex digits or the bytes do not form valid UTF-8. Check for stray percent signs or a truncated sequence.
